Extraordinary Town Council – Minutes of meeting held 24th January 2013

Minutes of an Extraordinary meeting of Amble Town Council held on Thursday 24th January 2013 at 7.00pm in the Council Office, The Quayside, Harbour Road, Amble.

 

PRESENT: Cllrs Weir, Arckless, Bilboe, Mrs Dargue, Mrs Lewis, Miss Morrison and Rev’d Nicholson.

 

2. APOLOGIES FOR ABSENCE:

Apologies were received from Cllr Hinson- holiday; these were accepted.

 

3. ACCEPTANCE OF DECLARATIONS OF INTEREST:

No declarations were received.

 

4. Agenda items

4.1: To consider making representations to Arriva regarding the impending changes to bus service 20

The changes included the removing of the route around the Links Estates.

Cllr Arckless confirmed that services were being removed across the County; the allocation of funds to save this service may result in a more used service elsewhere in the County being removed.

Cllr Arckless reported that Northumberland County Councils Transport Support Manager along with a Senior Official from Arriva had identified several options that could be considered, one of which was Arriva extending Service 20 to the Links Estate as follows:

  • 0748 Links Estate to Ashington/Newcastle
  • 0903 Links Estate to Ashington/Newcastle
  • 1640 Newcastle/ 1729 Ashington to Links Estate
  • 1750 Newcastle/ 1834 Ashington to Links Estate

The Council were favourable to this offer although still concerned that it did not address all of the issues on the Estate, such as return journeys.

Unfortunately as Service 20 is not subsidised by NCC, there was little leverage in this case.

 

It was therefore RESOLVED to accept the variation to Service 20 with reservations and to arrange a meeting with the Transport Support Manager requesting details of figures regarding subsidies for Travelsure /Arriva and any grant information available

 

It was also suggested that enquiry be made with Tesco regarding the possibility of a shuttle bus or subsidising a bus to improve access to the town centre for customers.

 

It was RESOLVED that under Section 100A (4) of the Local Government Act 1972, the press and public will be excluded from the Meeting during consideration of the following items on the Agenda due to sensitive

 

Public version of Private

 

5. Agenda Items

5.1: Consideration of response from Monitoring Officer regarding possible Breach of Code of Conduct

The Clerk read out the response which detailed that advice could not be given as it could be construed as a biased view to a possible case.

 

Cllr Weir has also approached NALC on the subject and read out several options.

 

It was RESOLVED that confirmation that the actions previously agreed with the Councillor had been carried out and recorded as such would conclude the matter on this occasion.
