Minutes of a Meeting of Planning Committee held on Tuesday 25th April 2013 following the meeting of the Finance Committee in The Council Office, The Quayside, Amble.
1. PRESENT: Cllr Hinson (Chair), Cllr Miss Morrison (Vice Chair), Cllr Bilboe, Palin, Mrs Dargue and Mrs Lewis together with the Clerk Miss E Brown.
2. APOLOGIES: Cllr Rev. Nicholson – Holiday. It was RESOLVED that the apologies be accepted.

6. COMMUNICATIONS/QUESTIONS FROM THE PUBLIC:
The Clerk informed that the residents of North Street/ North View had queried whether there was a change to the boundaries on the below Tesco application. The Clerk informed that there was not.
7. PLANNING APPLICATIONS:
7.1: 13/00965/FUL – 46 Bisley Road, Amble – Demolition of existing kitchen conversion and free standing garage and construction of single storey rear extension and two storey extension to gable.
It was RESOLVED that there were no objections.
7.2: 13/00923/VARYCO – Tesco Stores Limited – Application for a new planning permission to replace an extant planning permission, in order to extend the time limit for implementation – application A/2010/0523. It was RESOLVED that there were no objections.
7.3: 13/00992/VARYCO – Land West of A1068 and South of Marks Bridge, Amble – Variation to condition 6 of approved planning application A/2010/0203 to gain flexibility in the general principles of the design and access statement and masterplan layout, to provide for reduced affordable housing, removal of 20% renewables requirement and CODE level 3 and provide a more efficient layout; removal of condition 8 – to remove the need for CODE level 3.
Concern was raised that the comparable sheet and appendix were not available and the committee could only read the conclusions the applicant had drawn from these. The original conditions, especially no.8, and the S106 agreement were also not available for reference. It was felt that the S106 would be more beneficial spent on improving sporting facilities in the town.
It was RESOLVED that this be deferred to a meeting of the Town Council for further discussion. The Clerk informed that the deadline for representations was 10th May, but as the North Area Planning Committee would not be meeting until 6th June, she would investigate whether an extension on the date was available, ask for the ‘missing papers’ to be put online to download or view and subsequently call a Full Council meeting.
7.4: 13/01043/LBC – Radcliffe War Memorial, Queen Street, Amble – Listed Building Consent: Restoration of Radcliffe War Memorial. The Committee did not comment as this was the Town Council’s application.
8. INFORMATION:
The Clerk informed the members of a new planning application that had arrived ref: 13/01101/VARY – Removal of Condition 2 of planning permission A/2010/0147. This would be available in the office for any comments.
9. DATE & TIME OF NEXT MEETING: The next Meeting will be arranged when any Planning Applications are received.
